Add a script to create java_tools release and release candidates. The script copies artifacts in GCS under the `bazel_java_tools` bucket, according to the workflow: 1) The [java_tools binaries pipeline](https://buildkite.com/bazel-trusted/java-tools-binaries-java) uploads artifacts in GCS under a temporary directory associated with the commit hash where the artifacts were built. 2) The script copies the artifacts under a `release_candidates` directory to create an RC for the given java_tools and JDK versions. 3) The script copies the artifacts under a `release` directory to create the final release for the given java_tools and JDK versions.
