Rules that depend on current_java_toolchain need JavaToolchainInfo. Before http://b/179067681, the JavaToolchainInfo and JavaRuntimeInfo providers were actually identical, but now that they are being separated these rules need to be updated. PiperOrigin-RevId: 363601511
