Delete implementation of `skyframe.SkyFunctionEnvironment.PrefetchAndRetainOldDeps`. Also make `skyframe.ParallelEvaluator.PrefetchOldDeps` the only behavior, and have Blaze no longer care about that JVM property. See the description of commit `84e3bb2` for background on this low-level Skyframe engine tweak. I decided to take the opposite approach planned in the message of that commit.
