Initialize Bazel's system memory pressure monitor (#32127) Fixes #32126. Register `SystemMemoryPressureModule` so the macOS idle watcher can read the initialized native service even when no workspace command has run. Without it, `--shutdown_on_low_sys_mem` crashes an idle server after five minutes. Codex for Tamir.
