Bazel DevSite: Add deprecation banner to old narrative docs and templates. This change can only be submitted once the new site on DevSite is actually live. At the same time it should be the last change that is handled by the current DocGen pipeline. Afterwards we'll shut the pipeline down. PiperOrigin-RevId: 429521835
