Create the mandatory outputs even when cancelled While all test runs of the same test are generally triggered at the same time, it is possible that their execution is sequential, e.g., because there aren't enough free threads. Before this change, the cancelled subsequent actions were causing a build failure, because they did not create their output files as required by the ActionExecutionFunction (which checks that all mandatory outputs exist).
