Make ArtifactNestedSetFunctionException catastrophic if a child exception is. This ensures the invariant that when a catastrophic exception is bubbled up, every ErrorInfo in the path to the top-level node is catastrophic. RELNOTES: None PiperOrigin-RevId: 324776677
