Enable ThinLTO for nativedeps links Add support for setting up the LTO indexing step when the inputs contain bitcode. Added a python BuildViewTestCase that provokes this, as well as a ThinLTO GoogleBuildIntegrationTestCase to the existing NativeDeps testing. PiperOrigin-RevId: 163827441
