add .bazelrc with remote config This allows authenticated users to build and test bazel on RBE. Most Bazel tests already work on RBE, for a list (and progress update) on which don't yet see https://github.com/bazelbuild/bazel/issues/8033 $ bazel build --config-remote src:bazel Closes #8128.
