C++: Wrap linking_context fields into single class Before this change, libraries, linker options, non code inputs and linkstamps added to the linking context by a single rule were stored in separate nested sets. Motivated by https://docs.google.com/document/d/1qYHGcxP9BEi7t9b53r8STr9G3XVtvwy9V-EXqr54Xxg/edit?usp=sharing, we will want to prune away in some cases everything added by a single rule. This would be harder to do if everything is kept in different nested sets. Therefore we wrap all these fields into a single class, LinkerInput. The linking context will contain a nested set of LinkerInputs. RELNOTES:none PiperOrigin-RevId: 277717561
