Remove stale comments. Earlier in the history of the Bazel codebase, some projects outside Bazel were using package-loading internals directly. Nowadays they use the com.google.devtools.build.lib.skyframe.packages.PackageLoader library. RELNOTES: None PiperOrigin-RevId: 212884574
