Clean up more vestiges of async include scanning. Delete methods which are unused after https://github.com/bazelbuild/bazel/commit/3becef2571e786c27ff52c4e1d96ba355d791634. Also apply fixes to various warnings. This helps reduce the surface area of changes to improve handling of `MissingDepException`. PiperOrigin-RevId: 354144172
