Expand documentation of patch_args for git_repository Document the default value of `patch_args` for `git_repository()` and `new_git_repository()`, and mention that `-p1` will usually be needed for patches produced by git. Follow up to #8207. Closes #8368. PiperOrigin-RevId: 251624418
