bazel tests: run non-public tests The JUnit runner reports an error if a test class is not public. However, Bazel's test suite builder silently ignores non-public classes, making it easy to unintentionally disable tests. This change causes Bazel's test suite builder not to ignore non-public tests, so that JUnit can report its error. Thanks to Liam Miller-Cushon for pointing out the cause.
