Expose the JavaCcLinkParamsProvider to Starlark (as JavaCcLinkParamsInfo). This is necessary for the Android Rules Starlark rewrite. The Starlark API is marked as "do not use" in a similar way the Android Starlark APIs have been. RELNOTES: none. PiperOrigin-RevId: 217652352
