Implement --shutdown_on_low_sys_mem for macOS.

This extends the ServerWatcherRunnable to recognize memory pressure events
on macOS to determine low memory conditions.  Once those arise, and if
--shutdown_on_low_sys_mem has been enabled (which is still off by default),
and the Bazel server has been idle for 5 minutes, it shuts down.

Tested: Ran "sudo memory_pressure -S -l warn" with an idle Bazel server
and saw it shut itself down as expected.  Note that because this requires
sudo, we can't easily test this automatically (same as why
MemoryPressureCounterTest can't really verify anything).  I've also been
able to reproduce this with actual load by stressing my 16GB laptop with
two concurrent and large Bazel builds, Chrome, a video stream, IntelliJ,
Android Studio...
