Refactors CompilationSupport for objc to use existing API The method used by objective-C rules to create a feature configuration now relies on the same method that is already exposed to Starlark in the C++ toolchain API. This is in preparation for a future (unknown when) re-write of objc rules to Starlark. PiperOrigin-RevId: 351360418
