Expose Cpp and Java build info artifacts to builtins for use in Starlark java_binary. The java build info artifacts are required as inputs to singlejar to create the deploy jar. The CPP build info artifacts are used to generate a unique, shareable, native library. PiperOrigin-RevId: 403332724
