"Deflake" FilesystemValueCheckerTest#testPropagatesRuntimeExceptions: https://github.com/bazelbuild/bazel/commit/c9f44ec140d52e0b825f738a7607d3540663df50 removed the throwable-recording wrapper. I don't think it's worth reintroducing: we don't need to engineer around theoretical RuntimeExceptions. Make test wait to compensate. Closes #13638. PiperOrigin-RevId: 384461343
