Remove FileStateValue#create(RootedPath, TimestampGranularityMonitor) and make FileStateValue's usage of Path#getFastDigest go through the SyscallCache. There are no more callers to Path#getFastDigest outside of SyscallCache implementations. PiperOrigin-RevId: 432522432
