Remove passing of host JavaBase (Java runtime) parameter where JavaToolchain is already passed. Two tests of host_javabase parameter were removed, because the parameter was removed. Alternative would be to specify a JavaToolchain with a bad Java runtime, however the Starlark API should not be responsible for reporting such an error. PiperOrigin-RevId: 337812397
