Update grpc to 1.48.1.bcr.1 and remove temporary rules_go dep `grpc` 1.48.1.bcr.1 no longer depends on a yanked version of `rules_go`, which means that the temporary direct dependency on `rules_go` introduced by 6c393ec5539b34e9708b43b0145488b9df1c0878 is no longer needed.
