Fix CcToolchainConfigInfo.proto In proto format, FlagSets that belong to an ActionConfig must not have elements in their 'actions' repeated field. This field is populated with the action name during construction of the Java ActionConfig object. This cl fixes the CcToolchainConfigInfo.proto method to reflect the above, by clearing the FlagSet.actions field from CToolchain.ActionConfig objects Progress towards #5380 RELNOTES: None.
