Error out when a rule tries to declare an output file that is actually produced by a dep, instead of crashing. I chose to catch and report the exception immediately, rather than propagating it all the way out to the top level as we do for ActionConflictException. I think that's ok: it looks more similar to other error handling that's done during analysis. PiperOrigin-RevId: 421054835
