Make the dummy runfiles script actually create a runfiles tree. This makes actions run during bootstrapping a little less different from the same actions run by regular Blaze. In particular, with this, we are able to run Java tools during bootstrapping. RELNOTES: None. PiperOrigin-RevId: 215901943
