[#6982] Allow inclusion of param files in aquery output Changes: - Allow all CommandLineAction to have a "Command Line" field in aquery output. - analysis.proto: Add a ParamFile field in Action, which contains all parameter file arguments. - The feature is guarded under the flag --include_param_files RELNOTES: Allow inclusion of param files in aquery output PiperOrigin-RevId: 229240610
