Windows, JNI: move static methods to class Move the static methods of NativeProcess (Create, WaitFor, GetExitCode, Terminate) to a utility class (WaitableProcess). Next step is to move the new class to a separate file. Closes #8058. PiperOrigin-RevId: 243787850
