Rollforward to support signing key rotation in android_binary. Unfortunately there is no clean way to prevent the user specifying both debug_key and debug_signing_keys, so simply prefer debug_signing_keys to debug_key. This also requires removing the default value from debug_signing_keys. We can improve the end-user experience in the android_binary macro if necessary.
