Remove `OptionsDiffForReconstruction` in favor of just using `BuildOptions`. Now that all `BuildOptions` serialization is done via checksum, there is no need for `OptionsDiffForReconstruction`, which introduces a lot of code and some overhead even though most builds don't do any serialization. I will kick off some benchmarks, but my preliminary analysis suggests that there's no significant memory benefit in storing just the diff in `BuildConfigurationValue.Key`.
