Make all enum options Starlark-convertible To do this, we simply need to verify that all values of the Java enum have unique case-insensitive string representations (in other words - that they are round-trippable through a string). This can be done at the time we construct the converter. Marking enum options as StarlarkValue is no longer needed. This allows us to cut a dependency edge from options parsing to the Starlark interpreter.
