Avoid rebuilding external source runfiles paths (#32065) Artifact.getRunfilesPath retains the repository segment already present in an external source exec path, replacing only external/ with ../. Main-repository, derived artifact and sibling-repository paths retain their existing behavior. In the original fixture, 200,000 external getter calls fell from 19.327 to 9.644 ms; Starlark callback allocation also fell. Original artifact, runfiles, command-line and Starlark tests passed 509 cases (2 skipped).
