Declare defeat on unexpected exceptions propagating through Skyframe: add a lower-noise reporting method that fails tests (which we still want to notice) but doesn't file a bug report in production. This allows us to be more liberal when calling this method without a fire drill every time it's hit. When there are actual bad downstream consequences, the logging will still be available as a breadcrumb. Also add a corresponding @FormatMethod #sendBugReport to BugReporter that already existed in BugReport. PiperOrigin-RevId: 438334306
