Introduce a builder in `RequiredConfigFragmentsProvider` that accepts various configuration fragment types. Right now the builder just serves as a common utility to convert these types to strings. Eventually we will want to store the objects in a more structured way - introducing the builder interface now allows for a more gradual refactoring. PiperOrigin-RevId: 391126263
