Intern SkylarkProviderIdentifier across packages and RuleClasses.

A RuleClass advertises its providers by making available Sets of
SkylarkProviderIdentifier. For native providers, sharing a SkylarkProviderIdentifier
instance is accomplished using Java singletons and is already done consistently.

Starlark providers and their SkylarkProviderIdentifiers are created during package
loading, and two packages can load a SkylarkProvider from a shared .bzl file. When
imports are inlined in PackageFunction, package+starlark import loading for two packages
can happen on two threads with no explicit communication between them. Thus, the
SkylarkProviderIdentifier factory methods are the last and only synchronization point to
ensure different packages share a SkylarkProviderIdentifier instance.
