Fix memory regression objc_library The regression was introduced by https://github.com/bazelbuild/bazel/commit/f6c4e624dc89ee0600b418eeea7108b6ed5c9708 which made create_linking_context_from_compilation_outputs() create empty archives for libraries without sources. That behavior is needed for cc_library but we can simply not call the method when there are no sources in objc_libraries. RELNOTES:none PiperOrigin-RevId: 433420864
