bazel syntax: delete BaseFunction Port BaseFunctionTests to FunctionTest, and simplify. Move matchSignature to StarlarkFunction. Make FunctionSignature.x private, for various x, in anticipation of its deletion. No functional changes to production code. PiperOrigin-RevId: 307594543
