Inline BuildEventTransportFactory inside BuildEventServiceModule. Remove a couple of layers of unnecessary indirection by deleting the BuildEventTransportFactory. It was needed to verify the validity of the options classes but those should be handled by the BES module itself. PiperOrigin-RevId: 234972068
