Report Skycache sync upload phase timings in BuildMetrics. FrontierSerializer logs how a synchronous upload's wall time splits across materializing the node graph, computing leaf IDs and upload order, driving uploads, and awaiting writes. This also records those timings in a new BuildMetrics.RemoteAnalysisCacheStatistics.UploadPhaseTimings message, so they reach the Build Event Protocol and, through BuildMetrics, Blaze's logs. - FrontierSerializer builds UploadPhaseTimings once, for both the log line and a new UploadPhaseTimingsEvent posted on the event bus. - RemoteAnalysisCachingEventListener records the event, and MetricsCollector copies it into RemoteAnalysisCacheStatistics. - Asynchronous uploads do not report timings yet.
