Flip --experimental_nested_set_as_skykey_threshold for Bazel. Performance improvements (retained heap size & wall time) are expected. Tested with the downstream projects: https://buildkite.com/bazel/bazel-at-release-plus-incompatible-flags/builds/129#_ The failure in rules_scala was due to an old version of Bazel (2.0.0) that predates various fixes to the flag.
