tests: fix flaky FilesystemValueCheckerTest Fix FilesystemValueCheckerTest.testExplicitFiles() by ensuring that the filesystem timestamp granularity has elapsed before attempting to update the files. Fixes https://github.com/bazelbuild/bazel/issues/4755 Closes #4786. PiperOrigin-RevId: 188467381
