Add in missing BUILD File and fix srcs glob. This was an oversight from https://github.com/bazelbuild/bazel/commit/80f65dd50c93bcff076706e3c87b987e2967e876. Also remove invalid tests that were not previously detected due to missing BUILD files. PiperOrigin-RevId: 414787047
