Don't use a constant for an empty `PlatformMappingValue`. `PlatformMappingValue` contains strong caches, so using a constant can lead to memory leaks. I observed this in a test I'm working on where `BuildOptions` instances I expected to be GC'd were not. Instead of a constant, just rely on skyframe to reuse the same empty `PlatformMappingValue`, since there's only one possible `SkyKey` that can produce this value. PiperOrigin-RevId: 372538481
