Windows, test wrapper: native split-XML generation Replace generate-xml.sh by a native XML generator when using --experimental_split_xml_generation with --experimental_windows_native_test_wrapper on Windows. The XML generator is almost the same binary as the native test wrapper, just with a different main function. See https://github.com/bazelbuild/bazel/issues/5508 Closes #7048.
