Add a parser to extract version numbers from GNU-like programs. This new GnuVersionParser processes the output of programs that honor the --version flag and whose output matches what's described in the GNU Coding Standards. I need this to parse the output of sandboxfs, which follows these conventions. RELNOTES: None. PiperOrigin-RevId: 276268287
