Couple of Fileset micro-optimizations: 1. Prevent a redundant map.get() in SkyframeFilesetManifestAction#establishSkyframeDependencies 2. Make a more memory efficient FilesetEntrykey instead of reusing the LegacySkyKey. RELNOTES: none PiperOrigin-RevId: 171222499
