Bazel CI: Move one-time Windows "batch_commands" to "setup" Conceptually "setup" commands are executed exactly once per CI run, independent of the current working directory, whereas batch_commands are executed once per WORKSPACE. There wasn't any real difference until the bazel-diff changes introduced two WORKSPACES per CI run.
