Introduce CcToolchainProviderHelper This is a preparation for moving CcToolchainProvider creation to the cc_toolchain_suite. This cl just moves code around to make the diff of the followup cl smaller. #6072. RELNOTES: None. PiperOrigin-RevId: 214624986
