Windows,tests: port output_filter_test

//src/test/shell/integration:output_filter_test
now runs on Windows.

Also remove the "bazel clean" calls that are meant
to trigger recompilations, and instead achieve the
same effect by updating the mock source files.
This saves about 12 seconds of test's runtime on
Windows.
