Non-c++ dependencies on CppConfiguration#getTargetCpu are made instead to use BuildConfiguration#getTargetCpu. CppConfiguration#getTargetCpu is going to be removed to support platform-based toolchain selection. C++ dependencies will eventually use CppToolchainProvider#getTargetCpu.
