Delete unused native Java serialization code. `JavaSerializableCodec` was deleted in https://github.com/bazelbuild/bazel/commit/1e2ac6865efcb1e6427ff5172331b309008bbc10 and had been unused for years prior. The only use case for implementing `Serializable` in bazel code is for lambdas and their `@FunctionalInterface` (see `LambdaCodec`). PiperOrigin-RevId: 408426802
